Pending investigations by the Pennsylvania Medical Board, other state medical boards, and police are focusing on Dr. Bakhshish Singh Sandhu head of the Council of Khalistan, after documents obtained through FOIA from the state of Iowa revealed that he obtained his first medical license by claiming to have graduated from CETEC, a medical school in the Dominican Republic shut down by authorities in 1984 for selling diplomas.
